Examination of the case of Chu Leung, about
which you last wrote to me on 21 March, has been completed. I know this has taken a long time; but it has been necessary to consider all aspects with the utmost care.
I have personally reviewed the case and discussed it with the Governor during his recent visit here. In the light of this my conclusion is that there are insuflicient grounds for considering that any injustice was done when Chu Leung was dismissed the Police Force in 1962 and, in consequence, for intervening in this
CASE.
