Your letter of 10 February to Herbert Bowden, on
he subject of Chu Leung's petition against his dismissal from the Hong Kong Police Force, has been referred to me.
Information which we have received from Hong Kong
shows that Mr. Chu, a Special Branch officer, was dismissed from the Force in February 962 following disciplinary proceedings under the Police Force Ordinance on charges or disloyalty. In November 1962 when it was proposed that he should be deprived of his U.K. and Colonies citizenship, which he acquired by naturalisation, he exercised the right to have his case referred to a
Committee of Enquiry, who subsequently recommended that
his citizenship should not be withdrawn. Notwithstanding the Committee's findings, which he accepted, the Governor concluded that there was no case which would justify his revoking the decision relating to Mr. Chu's dismissal
from the Force.
Mr. Chu's only request for redress, prior to his petition to Fred Lee of 28 August, was contained in a letter of 18 February 1965, addressed to the Governor, in
which he sought reinstatement. On this the Governor saw
no grounds for intervention.
I am sorry that these basic
facts were nɔt sent to you earlier.
The main reason for the delay has been the need to refer Mr. Chu's petition to Hong Kong for verification of the facts and for the Governor's advice and comments.
