Arising out of Mr. Jenkin's meeting with the Minister of State yesterday, Lord Shepherd has asked that the following action should be taken in case Mr. Jenkin returns to the charge:

(1) The Minister would like a note setting out all the facts of the case (no opinions are required) which he can show to Mr. Jenkin and Mr. Royle if they should call on him. (2) The Minister would like a separate note

setting out the problems which would have to be overcome if it is subsequently decided to press once again for an ex gratia payment to be made to Sgt. Chu in lieu of loss of pension. For example, whether any special legislation would have to be enacted.

(3) The Minister would also like confirmation that Sgt Chu was not represented at the Inquiry which led to his dismissal and, if so, what plans the Commissioner of Police in Hong Kong has for ensuring that officers who come before Boards of Inquiry dealing with disciplinary
