The Hong Kong Annual Report which is published every year traditionally includes a first chapter reviewing the year's events in the Colony.

A great deal of thought has naturally been given in the Secretariat to the preparation of this year's review. The draft, which is enclosed, has now been approved by the Governor; and in accordance with normal practice it will be laid on the table during the budget debate on February 28th. The Governor feels, however, that before we proceeded to printing the review in final form we ought to let you and H.M. Charge d'Affaires in Peking have an opportunity of looking at it. Clearly the review could be taken by the Communists and others as having considerable political significance as the first public official account of the origins and course of confrontation; it might even have some effect on Peking's current re-assessment of their policy towards Hong Kong (see my Top Secret telegram No. 39 of January 8th) if that has not been concluded by the end of next month.

Practically speaking, it would be very awkward at this stage to make any alterations in the text, but if there are any major amendments that you or Donald Hopson would like to suggest, it would be most helpful if you would let me know as soon as possible.
I am sending a copy of this letter, with enclosure, to Donald Hopson in Peking.
