We had a long talk about long Kong with the Secretary of State on Monday (27 November) and, among other things, we discussed the paper on my visit together with

George Foggon's report.

The Secretary of State said that he found my report very helpful, and endorsed the conclusions in paragraph 24 of the paper.

We therefore now have the green light to take the necessary follow-up action, Accordingly would you, during your visit, discuss with David Trench:-

(a) what can be done to reorganise the Secretariat

to bring it into line with current needs without loss of efficiency and how unofficial members of the Legislative and Executive Councils might be more closely associated with specific subjects of
