I attach a draft reply to (64) for consideration.

The relevant correspondence is at 194a) 37 (38) (39) and

We repeated the telegram at 24a)to Tellington but we did not send them copies of any further correspondence. I suggest that we send them a copy of (38)under cover of this letter.

3. These events are all now water under the bridge and since they occurred Hong Kong have taken steps to see that an accurate picture of events in the Colony is made available · overseas. I had thought of enclosing a copy of the correspond- ence forwarded with (64) with the draft letter now attached; but on balance I do not think that it would be worth while and I am not sure whether Messrs. Jackson and Company would appreciate it.
