Thank you for the copy of your letter of 22nd September, 1967, in regard to the propaganda letters from W.S.Pichard & Co., Hong Kong. We have received in all reports of about a dozen identical letters, including one which reached us from the Embassy in Paris via the Hong Kong and Shanghai Bank.

I have sent one original to the Director of Commerce and Industry in Hong Kong with a request for Police investigation but doubt if they will be able to trace the author. I have also sent copies of the letters to James Martin in Brussels, Derek Jones in Geneva and Alec Hermann in Washington.
