You last saw this file at (12). The draft circular letter at (10/E/ii) has been cleared by Sir Arthur Galsworthy and Mr. Hall and I.R.D. have been told that we have no objection to its issue. So far as I know, it has not yet issued but should do so very shortly. In spite of Sir Arthur Galsworthy's minute at (14), I understand that the letter will issue over the signature of Mr. Littlejohn Cook, and I have suggested that it should be addressed, so far as Hong Kong is concerned, to the Political Adviser.
2. You asked me to prepare a draft letter to the Acting Governor, for signature by Sir Arthur Galsworthy or yourself, giving the Acting Governor advance notice of what was happening. I have prepared a draft accordingly which is behind this minute.
