I see no objection to the appointment of a U.K. based Information Officer to the British Trade Commission in Hong Kong on the basis proposed. With regard to the suggested terms of reference, I agree with points (i) and (ii), but would prefer to amend (iii) to read:-
"discreetly to promote an understanding
of Britain's general, domestic and overseas policies";
and then to add a fourth point, which would read:
2.
"(iv) to maintain close consultation with the
Hong Kong Government at all times".
I agree that very careful definition of the officer's functions is essential, and feel that the proposed (iv) is desirable to insure against any crossing of lines and I hope that this addition will be acceptable to you.
