Printing of despatches from Colonial
Governors
A small matter which I find irks some
Colonial Governors, e.g. in Hong Kong is that,
although they are asked to produce periodical general affairs despatches for the information of Ministers and Departments at large in Whitehall,
there seems to be an immense delay before these
despatches get printed. For instance an admirable despatch dated 15 December from the Governor of Hong Kong (which the Secretary of
State found very useful by way of background before he arrived there) has still not been
printed so far as the Hong Kong Government know. They mentioned that they had just received in
Hong Kong a printed copy of a Tonga despatch
which was 18 months out of date.
Can anything be done about this?
