maintaining the status quo in the Colony. The example of Macao, together with the elements of irrationality and xenophobia which have manifested themselves in the Cultural Revolution in its latest phase do suggest, however, that the Chinese at present are abnormally sensitive to external events. If, therefore, some incident, however spontaneous, arose in Hong Kong, the Chinese might react more strongly than normally and take up a position from which they could not retreat.
