I submit a draft reply (with which the Foreign Office concur) to the Governor's despatch at (11) reporting on events in Hong Kong since June last year. You have approved the printing of that despatch.

It is proposed to send it for printing with the reply,

so that both can circulate together.

Some importance is attached to paragraph 4 of the draft. When Mr. Murray (Foreign Office) was in Hong Kong in January the Governor expressed to him his anxieties that, with the passing of violence,

Whitehall might think that the threat to Hong Kong

was over. This is designed to reassure him that there is no disposition among Ministers or officials to underestimate the continuing danger of Hong Kong's

situation.

You will see from preceding minutes that I have consulted Mr. Christofas as to whether there is

anything we could usefully say with reference to paragraphs 29-31 on devaluation. I share his inclination to avoid any reference. There is nothing

in the terms of these paragraphs we need to take up

We are to hold talks with the Governor and

Mr. Cowperthwaite at the end of next month. their outcome may be, we have not heard the last of this and we might conceivably find it easier to

handle the subject in the next round of exchanges.
