a reference to the Governor's Despatch 239 of 13 February 1968. We have not yet received the Print of this, dated 16 May, and should be grateful, at your earliest convenience, to receive two copies, since they are currently of value to us in dealing with the State Department. Until we have seen them we are in no position to say whether, as seen from here, a copy may be handed over or shown to the Americans. It would be helpful to learn your opinion on this.
