My telegram No.184.

Updating assessment as at 141600.

The Secretary of a Communist book company here, reporting on a two day visit to Shumchun, said that cadres there had emphasized that Ma's direction was to continue the struggle in Hong Kong in the cultural, political, economic spheres without the use of violence. Delegations, so far orderly have again started to visit Government departments complaining about the treatment of prisoners. The report

on the Shumchun visit emphasizes that C.P.G. authorities are still stressing a non violent line.
