Following from LIC Weekly assessment of the situation as at 0600 hours 4 March, 1968 follows. The principal features of the period have been: -

(a) One 'hoax' bomb found at the entrance to Radio Hong Kong.

(b) An incident on 2 March when about 70 Communist supporters gathered outside a police station and demanded the release of an un- licensed hawker. Police action to disperse the crowd eventually lead to the arrest of 8 persons for unlawful assembly.

(c) Further picnics in rural districts attended by large groups of Communist supporters from the urban area which took place without incident.

(a) Several meetings held by the de-registered Shipbuilding Riveters' Union and the start of a belated propaganda campaign to oppose the de-registration.

(e) Further meetings held by Communist Unions at which Government was denounced for refusing to permit the importation of 'gift rice' from Kwangtung and threats were made that the Federation of Trade Unions

(F.T.U.) would deal a 'heavy blow' to Government over the issue.

(f) A meeting of a branch of a major Communist Transport Union at which 70% of the members were present indicated that they wished to continue their strike action' and were advised by the Chairman of the Union to reconsider their position. This meeting was part of a survey of members' views now being conducted by the Union.

(g) An announcement by the public transport companies that a wage increase of 50 dollars per month will replace the former 'loyalty allowance' of 150 dollars per month, which has been hailed by the Communist Transport Unions as a victory arising from their agitation,

The Right-wing Transport Unions have decided to negotiate for a larger increase.
