the employer so that, among other advantages stemming
therefrom, the union could instruct him as to who could
and who could not be engaged. Additionally, the return
to work would demonstrate to the people of Hong Kong
that the communists had the power to go on strike, to
remain on strike and to end their strike at their own
discretion and not accept the dictates of others.
Furthermore, by obtaining re-employment there would be
far better opportunities to propagate the thoughts of
MAO amongst existing workers who, once they saw the
light, would be only too happy to join the communist
cause.

From these examples it is clear that the
communists, if they are permitted to regain their position
of strength in any particular area of the Colony's
economy, will not hesitate to utilise their power to
do everything they can to attempt once more to subvert
Government and peace and good order in the Colony
whenever and whereever they consider it in their interests
so to do.
