(i) the acceptance of the original demands made

by the Taipa people;

(ii) punishment of Lt. Col. Figuereido, the Macau

Chief of Police, alleged to be the prime villain in suppressing "patriotic" students;

(iii) immediate cessation of the criminal action of

shooting at Macau Chinese;

(iv) full compensation for those killed and injured;

(v) assurance that there will be no repetition of any act of suppression of Macau Chinese."

On 9th December, in an official statement to the press, the Foreign Affairs Bureau of the Kwangtung Provincial People's Council made four demands on the Macau Government, which were published as front page news in the local and Hong Kong left-wing press on the following day. This was the first reference to the Macau situation by the C.P.G. The demands were that the Macau government should:-

"(i) unconditionally accept the Taipa people's

demands;

(ii) unconditionally accept the Macau Federation

of Schools' five demands;

(iii) apologise publicly and punish government officials

responsible for the incident;

(iv) ensure Kuomintang elements carry out no activities in Macau and return to China seven Kuomintang agents who were captured by the Portuguese authorities in Macau from Chinese waters in June 1963."

Some 100 representatives of the left-wing organisations in Macau held a meeting on the 10th December, at the Macau Chinese General Chamber of Commerce, to discuss protests against alleged oppression by the Portuguese authorities of Chinese compatriots in Macau. As a result, the following resolutions were passed: -

to form a 13 man delegation representing all circles in Macau to present a letter of protest to the Macau Portuguese authorities;

to form a 17 man "Funeral arrangements Committee" to make funeral arrangements for the deceased and the holding of a memorial service;

to form a 17 man "comfort mission" to visit the families of the deceased and also the injured."

Immediately after the meeting, the "All Circles" delegation went to Government House where they were received by the Governor of Macau. LEUNG Pui (2733/1014), Chairman of the Macau Federation of Trade Unions, who by direction of the C.P.G., had superseded HO Yin as the C.P.G. representative, at least for the time being, read aloud six demands contained in a letter, which he afterwards handed to the Governor. The demands were:
