The communist propaganda campaign continued unabated throughout the month. The re-appearance in court on 7th July of three police en by this time charged with the murder of a prisoner (L.I.C. Internal Intelligence Report for June, paragraph 24 refers) was widely reported by the communist press which claimed that they were the scape-goats of senior British officers who had directed the policy of violence. Other propaganda was aimed at undermining the loyalty of the polico and included letters to senior Chinese police officers inciting them to disaffection. The Tien ei Pao editorial for 15th July reasoned that, because of the police attacks on communist premises, compatriots were justified in taking up ars to crush their enemies. An article in the Tin Fung Daily for 28th July claimed that the communists were not responsible for all the bomb incidents; this was undoubtedly an attempt to evade the public odium created by colunist acts of violence. Radio Vila Verde in liacau continued to broadcast its mixture of dog-racing results and communist propaganda, (L.I.C. Internal Intelligence Report for June, paragraph 25 refers).

Local right wing elements in the Colony maintained their vocal support for Government, and the right wing press echoed this policy, although often calling on Government to use firmer measures to end the confrontation and in particular against the communist press.

The month ended with no sign of an end to confrontation and, although morale among local communists was low, militant elements seemed intent on continuing a terrorist campaign. The general atmosphere, however, was less tense than at the end of June and there were some signs of a return of confidence in the business community.
