I am grateful to Mr. Carter for copy of the

draft brief for Australian Ministers on Hong Kong. Unless, however, it is contemplated that this should be given a special and very narrow circulation, I

wonder if it would not be wiser, at least at this

stage, to delete the references to the Australian

Intelligence staff in Hong Kong, i.e. paragraph 3 and parts of 19 and 20 of the brief and Talking

Point No. 13. The latest situation on this

aspect since I last minuted is that I am holding a meeting tomorrow afternoon to discuss this delicate subject. Meanwhile, G.C.H.Q. are I hope finding out whether the Australian Ministers are likely to mise this topic (and I have just seen Canberra telegram No. 906). Since the Australians apparently want to discuss the evacuation of all their people in Hong Kong, not only the Intelligence staff, I see that it may be difficult to separate the two topics. I should prefer, however, if possible and if, in the light of further develop- ments, it is thought necessary, that the very sensitive subject of the Intelligence staff should be dealt with in a separate Note for Ministers on

a very narrow distribution. In the interests of speed, I have informed Sir Saville Garner's office orally that I shall be minuting in this sense.
