Dear Herrett
I telephoned you yesterday about the costs involved in erecting the wire obstacle proposed in Hong Kong telegram 1320 of 29th August.
FARELF estimate of the cost of the necessary stores, including freight charges is £150,000. The cost of PWD transport and labour for internal movement and erection of the wire would best be obtained by you from Hong Kong direct. For what it is worth our calculations here based on arbitary assumptions and educated guesswork are that around 1200 tons of stores would be needed and a labour force of teff to fift thousand might complete the work in two to four weeks.
There would, of course, be compensation costs which again the Hong Kong government must assess.
Finally, I should mention that, although we would provide the supervisory military force without cost to you, there may be an additional charge to you for use of military transport though it would be insignificant in comparison with the cost of the stores.
