Thank you for your letter of 4th October about extra charges arising out of military assistance to the civil authorities in Hong Kong. I am sending a copy of your letter to the Army Department and asking them to provide details of amounts and the nature of the services rendered as you ask.

On the general principle, however, I would refer you to paragraph 9 of what is hoped to be the final draft of the paper on the control of expenditure on military aid which was circulated by Mrs. Hedley-Miller under cover of a letter dated September 1967, addressed to Garvey of the Foreign Office, a copy of which went to Walsh-Atkins in your department. This reads as follows:

"Civil Votes should continue to reimburse to the

Ministry of Defence the extra costs of predominantly civil (normally internal security) operations. Examples are internal security operations in the colonies a declining commitment), airlift of civil supplies (as in Zambia) and the civil work of the R.E. unit in Thailand. By their nature, such operating can seldom be forecast.

The document from which this quotation comes has been discussed between departments for some time and was circulated in the expectation that it would be an agreed draft.
