We will send the unit to Hong Kong on a six month emergency tour

to meet the immediate need. They will arrive by the end of November

1967. We expect to be able to include at least half the existing personnel and the present Commanding Officer of the Aden team.

2. The Foreign Office are particularly anxious that task c. in

Reference A should be handled with great care.

The whole question of the recovery of extra costs arising from

the internal security situation in Hong Kong is now being considered

and you should not assume that the extra cost of a psyops unit will

not fall to be paid by the Hong Kong Government. The Commonwealth

Office are investigating this problem.

11.0 No manpower cover has been allotted for a psyops unit after this financial year. Therefore any requirement for a team after May 1968

must be related to a long term need justifying allocation of manpower

Cover.
