I am sorry that we have not replied earlier to your letter of 17 October, 1967, A/16/ BROAD/5712/F1(AD). The extent to which you are looking to the Hong Kong Government to meet extra costs has caused us no little concern and I think that the size of the final bill will undoubtedly play a part in determing our attitude. Furthermore we have come to the conclusion that we must have some more or less firm figures before we could put this matter to Hong Kong.
2. Could you therefore let us have details of all charges you are proposing to raise and as firm an estimate as you can give of the amounts involved (particularly in respect of the services referred to in paragraphs 4 and 5 of your letter)? If there are subsequently any doubts in our minds as to the precise nature of the charges raised, we could perhaps clarify these in discussion.
