Paragraph 1: if this were passed to Australia, Brunei or Hong Kong as it stands, and if these Governments were to ask whether the charges were being raised against all countries indiscriminately, I feel we would be put in an embarrassing position. Such embarrassment might be reduced if we were to put a comma at the end of the paragraph as drafted and add "and when such loans are not covered by a Loan Agreement setting out a particular division of costs between the U.K. Government and the other Government concerned".

Paragraph 2:

this is drafted to cover R.A.F.

loaned personnel only. I think the context requires it to cover Service personnel generally, and have suggested amendments in pencil which would take account of this.

Paragraph 6: see paragraph 3 above.

Paragraph 7:

This seems to me more or less nonsensical, and might be left out.

Paragraph 9: I have added this to Mr. Brack's draft because I think it would be as well to reassure the Governments concerned on the point.

If you agree with the above, do you think it would be better to put these points to Mr. Brack in a further letter, or to ask him to a meeting? I myself feel it might be best to do both write to him setting our case out fairly fully and ask him to comment at a meeting.
