Provision required for 1966/67 financial year under the new defence costs agreement made with H.M.G. was approved by Legislative Council on 30th March with one member (Y.K. Kan) voting against.
2. Kan made his opposition clear throughout the negotiations and was expected to oppose formally. There has been rather little overt public hostility manifested, although the increase is still widely and deeply resented.
