I submit a draft brief on OPD (68) 32: Hong Kong Garrison (copy attached). One small aspect has been dealt with by way of a Top Secret annex to the brief.
2. The Secretary of State may wish to refresh his memory of the correspondence with the Defence Secretary about fighter aircraft, in which the Foreign Secretary intervened inour support. correspondence is flagged A, B and C on HWB 10/9 attached.
