ANNEX A TO

CINCFE 3031/6130/12

Dated 24th September 1968

Hunter Unit Establishment

27.

In summary,

the Hunter unit would require an establishment of 47 personnel consisting of six RAF officors, 20 RAF OR, 19 HKAAF permanent staff members, and two LEC. Details are set out at Appendix 1.

Support by Station Personnel

28. The presence at Kai Tak of a Hunter unit established in accordance with Annex A will mean that some sections of RAF Kai Tak must be increased specifically to support that unit. This would involve the following posts, which could all be filled by locally employed civilians:

One Clerk GD (HK)

Two Storekeeper Gd II (HK)

Two Kitchen hands (one for Officers' Mess, one for Sergeants' Mess) One Photographer's Assistant.

29. In addition a RAF Air Traffic Control Officer would be required. The present establishment is one Operations Officer trained in air traffic control and, although this arrangement is suitable for RAF aircraft operating on a detachment basis, it would be inadequate for operating Hunter aircraft permanently. It would be unwise to operate short range fighter aircraft in a civilian manned air traffic system with minimal diversion facilities, without RAF air traffic representation.

Support by No 117 SU

30. No 117 SU is established at Tai Mo Shan primarily to undertake particular signals tasks: it is capable of employment as an EW/GCI station. It has provided control for practice intercepts for visiting aircraft but this demands only a fraction of the offort required to continually provide control for permanent resident aircraft. Moreover, when a primary unit task arises (and this could be quite quickly) all available resources at Tai Mo Shan would have to be concontrated on the primary signals task: any Hunter GCI work in progress at that time must porforce be abandoned. During an IS situation (or a similar emergency), No 117 SU would be particularly active in its primary task, and would not be able to sparo a fighter controller for Hunter GCI work, but this would be at the very time when the unit provided for air defence needed these control facilities. A fighter controllor (cleared and indoctrinated) must be added to the current establishment of No 117 SU specifically to meet the training and operational needs of the Hunter unit.
