UNACCOMPANIED TOURS IN HONG KONG

1. I attach at Annex a note by the Army Department on unaccompanied tours for the Garrison in Hong Kong.

2. The Commander-in-Chief, Far East, has recommended (1) that all combat units in the Hong Kong Garrison, except the battalion on the Island, should be on an unaccompanied basis. The paper examines the implications of this proposal but recommends that a decision on the future status of the Hong Kong Garrison should be left open until early 1969.

3. You are requested to inform me of your approval to, comments on, the attached paper by the Army Department by noon on Monday 22nd April 1968.
