UNACCOMPANIED TOURS IN HONG KONG

On 5th April I requested your approval or comments on a paper (1) by the Army Department by Monday 22nd April 1968.

2. You will have seen a Note by the Deputy Under- Secretary (Policy) (2) which suggested, inter alia, that clearance of the paper should wait until the Army Director of Quartering has reported back to the Chief of the General Staff following his visit to Hong Kong. This is expected to be in about a month. In view of this I propose to hold the paper and the comments made so far (2) (3) (4) in abeyance and seek your approval or comments again at a later date.

3. I will assume your agreement to this proposed course of action unless I hear to the contrary by noon on Wednesday 24th April.
