26. Any increase in forces deployed in the colony will require an
increase in operations and administrative personnel and, depending
upon the nature of these forces, the positioning of a holding of
appropriate weapons and equipment.
Command Arrangements
27. The Hong Kong Garrison will become an independent command on
1st April 1970. However, it is the Commander-in-Chief's Far East
recommendation (15) that as long as Commander, Far East Fleet,
and Commander Far East Air Force, remain in Singapore they would
continue to exercise single service responsibility for naval and
air forces in Hong Kong in support of Commander British Forces.
After the end of 1971 naval forces will be under the operational
control of Commodore Hong Kong • At the same time, whilst some
of the present administrative responsibilities now assumed by
Headquarters Far East Air Force for the Royal Air Force components
of the Hong Kong garrison might subsequently be assumed by an
appropriate Royal Air Force headquarters in the United Kingdom,
other responsibilities, in particular, those joint operational
responsibilities with naval and army components of the garrison,
can only be discharged locally. We therefore wee a requirement
for a small Royal Air Force operations staff to be established
in the headquarters of Commander British Forces, Hong Kong, upon
the disbandment of Headquarters Far East Air Force.
MINIMUM SIZE OF THE GARRISON

28. The minimum size of the naval presence in Hong Kong is
assessed as follows, and is in accordance with the Commander-in-
Chief's Far East outline plan (13) for the withdrawal of forces
from Malaysia, Singapore and Brunei:
