Both the Australian and New Zealand Chiefs of Staff had suggested (8) (4) that we should maintain the communications link at Bangkok. While the Army were ready to continue to maintain this facility at some £80,000 annually, it would certainly not be cost-effective and it was unlikely that the Australians and New Zealanders would be prepared to meet this cost.

The statement in the rundown plan (6) that no new accompanied tours would begin after July 1970 was based on the false assumption that Servicemen needed a tour of at least one year to qualify for accompanied service. Current regulations permitted accompanied service for a tour of nine months or more and thus the cut-off date for new accompanied tours should be October 1970.

1. It was agreed that, although numbers would have been reduced, some families would remain in Singapore/Malaysia until September 1971. This would enable children to complete the academic year without disturbance.

m. It was agreed that replies to the views of the Australian and New Zealand Chiefs of Staff (8) (4) should be despatched after the rundown plan had been approved by the Secretary of State.

n. i. number of amendments to the paper (5) were agreed.

Summing up, SIR CHARLES ELWORTHY said that they would approve the plan (6) and forward it to the Secretary of
