MEETING WITH THE COMMANDER-IN-CHIEF, FAR EAST
The Committee had before them four Secretary's Minutes (1) (2) (3) (4) setting out a list of items for their dis- cussion with the Commander-in-Chief, Far East, together with the relevant papers.
SIR CHARLES ELWORTHY said that before opening their discussion he wished to welcome the Commander-in-Chief, Far East, to their meeting and to express their appreciation of the work done by the Commander-in-Chief and his staff in preparing, in very short time, such a clear and comprehensive outline plan for the rundown and total withdrawal of our forces from Malaysia, Singapore and Brunei by 31st December 1971. They would wish first to discuss this plan before dealing with the other items.

SIR CHARLES ELWORTHY said that before discussing the report (5), he would invite the Commander-in-Chief, Far East, to introduce his plan (6).
GENERAL CARVER (Commander-in-Chief, Far East) said that his first step in preparing the outline plan had been to draw up a list of assumptions, which, as they would have seen, closely followed the guidelines (7) subsequently
