An extract of the meeting with the Governor and the Commander British Forces (C.B.F.), Hong Kong, is at (59A) which records that the C.B.F. particularly concerned about the need to maintain fighter aircraft to challenge intrusion over Hong Kong.

The present position is set out in Mr. Gaminara's and Mr. Carter's minutes of the 7 December below. Our understanding is that Singapore we making a good job of laying on frequent fighter visits to Hong Kong. The problem will arise when the forces in Singapore are reduced, and paragraph 13 of the Defence Planning Staff paper at (59) records the Commander-in-Chief's views. He has recommended that M.O.D. (Air) should examine the desirability of stationing fighters in Hong Kong in the medium and long term.

We understand that the M.O.D. are unlikely to pursue this in the immediate future, but they are well aware of the views of the Governor and the C.B.F., Hong Kong.

Our recommendation is that it would be difficult to get a reversal of the decision not to station a permanent fighter force in Hong Kong, because this was tied up with the Defence Review and an attempt to reduce expenditure, particularly in view of the further problems which have arisen as a result of devaluation.
