Commonwealth Office Representatives confirmed that
the Political Departments and the Officer Administering the Government of Hong Kong had no objection to the Garrison remaining at 7 2/3 units for the time being.
b. Proposals which were being considered by Ministers to introduce sterner measures in Hong Kong included closing down the "mosquito broad sheets" and intro- ducing the death penalty for carrying or using bombs. It would not be easy to obtain agreement to the latter, although there were precedents for such measures.
C. The Governor of Hong Kong would be visiting the Commonwealth Secretary the following day, and was planning to leave for Hong Kong on 19th September. would travel via Singapore and arrive in Hong Kong on 22nd September.

Summing up, SIR JAMES CASSELS said that they unanimously endorsed the Commander-in-Chief For East's intention to keep the Garrison in Hong Kong at 7 2/3 units unless the situation deteriorated further.
