roliefs are due in June and October of 1968, very urgent
action would be needed to negotiate a further buy of some
500 houses. It is too late to meet these requirements
in full, and to ensure that a target date of early 1969
is met, it would be necessary to have authority to purchase before Christmas 1967. To assure any married accommodation being available by June 1968, authority to purchase houses
is needed now.

The requirement for one escort to be detached to Hong Kong from the force presently planned in the Per East, and for three MCM vessels to be based in Hong Kong after the withdrawal from
Singapore, can be met. This will involve the restoration of maintenance facilities and a small increase in maintenance
personnel at the base.
Royal Air Force
15.
Helicopters. While helicopters are deployed in the theatre
and are not otherwise committed, it should be possible to maintain a presence in Hong Kong. The position after the final withdrawal of air forces from Malaysia and Singapore should be
reconsidered nearer the time.
16. Fighter Aircraft.
While fighter aircraft are deployed in
the theatre, and are not otherwise committed, it should be possible to provide some training detachments to Hong Kong from time to time. The operational effectiveness of these forces whilst in Hong Kong would be influenced by the local limitations in Control and Reporting facilitics, shortcomings in operational facilitics at Kai Tak airfield, and a lack of a suitable weather and diversion
In those airfield for Lightning Fighters and similar aircraft. circumstances, therefore, the detachments would be more of
political value than military.
