Exercise "Caricature" took us by surprise becau se it was the result of a late switch of plans, of which we were' not informed. Nevertheless our examination of this particular incident indicates the need for some tightening up of the general processes by which we keep a check on such exercises and these are set out in the draft below. I do not think there is any need for further consultation as offered by Mr. Cooper in the last paragraph of his letter at (20).

After issue of the letter I propose to ask Defence Department to circulate the annual Schedule of Exercises to my department (and any subsequent amendments involving Hong Kong or British Honduras). Subject to Mr. Trafford Smith's views, I could ask additionally for Atlantic Department to be included in the circulation (à propos Gibraltar).
