Exercise CARICATURE
1. At our meeting today we decided that CARICATURE must be
cancelled.
2. In reaching this decision we were strongly influenced by reports of the volatile situation on the mainland and the obvious risks of a deliberate or even uncontrolled reaction to the exercise by the Chinese. It would cause considerable loss of prestige if we went ahead with the exercise now and then had to
cancel it at the last minute with the inevitable attendant
publicity.
3. You should know that we were most conscious of the importance you attached to CARICATURE and have only reached our decision with
the greatest reluctance.
4.
Political departments have been requested to investigate the
possibility of some of the forces due to take part in the exercise
