I refer to your letter S.T.17/18/02 of 1 August, 1968, about Plan DIGIT. I am sorry not to have written before about its fate.
The plan (which, as you know, was out of date) is now to be regarded as dead and buried. It is unlikely that any substitute plan will be prepared. If Ministers should decide at some future date that a comparable plan is needed, involving arrangements of the kind for which you have been responsible, we will of course get in touch with you.
I should be grateful if you would restrict the circulation of this information on a strictly need-to-know basis. The subject of the evacuation of Hong Kong is political dynamite, both here and in Hong Kong. Ministers have instructed that knowledge of the fact that the subject has been under recent study and of their decisions should be confined to as close a circle as possible. In the circumstances if the demise of Plan DIGIT involves you in any action (e.g. the withdrawal of instructions deposited elsewhere) I should like the opportunity to discuss with you beforehand the steps you will need to take.
