The last paragraph of the minutes of the O.P.D. meeting which discussed Hong Kong at (49) on HWB 10/4 below (Flag E)
stated that an aide-memoire should be prepared for the Governor
of Hong Kong and the Commander-in-Chief, British Forces, there
on the question of contingency planning for an emergency
evacuation.
The aide-memoire at (51/E) on this file has now been
cleared with the Foreign Office, Ministry of Defence and the
Cabinet Office.
Since this particular exercise was started there is a letter from the Governor at (54) and we will be considering
this in consultation with the Foreign Office.
It is proposed to send two copies of the aide-memoire to
the Governor under the covering letter at draft A below and also
to take up with the Foreign Office the other points under cover
of draft B below.
I recommend that these drafts be approved.
