22 January about an Aide Memoire for the Governor
of Hong Kong on contingency planning.
I enclose copies Nos. 3 and 4 of the Aide
Memoire as issued, together with two copies of
the covering letter under which it was despatched

In the covering letter to the Governor there is reference to his letter TSX 1/60 of 13 January
to me.
I enclose two copies of this also
Prior to its receipt
we were proposing to arrange for some aspects of
the Governor's proposals to be considered by a
small ad hoc inter-departmental meeting and I
shall shortly be consulting Costley-White and
Rob to this end. (Paragraph 2 of John Denson's
letter is of course relevant). But the
Governor's proposals go beyond the measures we
had in mind and it is doubtful, in my view,
whether in their entirety they would be compatibl
with ministerial decisions. We may have to
consider them ultimately in a different forum.
