It emerged at this morning's meeting of the Ministerial Committee on Hong Kong that information in London about the state of evacuation planning for an emergency in the Colony was out of date and I was asked to draft a piece of paper to be sent to the Governor seeking up-to-date information on the state of play in this area and on the prospects of extending any existing planning without undue risk to security. Your Secretary of State said that your office would arrange for the piece of paper to be transmitted to the Governor and I now attach it.
