Mr. Carter has amended the draft as instructed in your minute of 8 November.
The
publicity point about evacuation is now covered in paragraphs 6, 7 and 8(iii) of the draft. This spells it out at some length, but it might be misleading to try to shorten it too much.
If you agree with the revised draft, I would propose to send copies to the Ministry of Defence and the Foreign Office for their comments before circulating it as an O.P.D. paper.
