I enclose a further draft of the OPD paper on Contingency
Planning in Hong Kong, which was not taken in the Committee
this week, as planned, This latest draft embodies additiona
to paragraphs 2(11) and 7 and a new paragraph 6, as suggested by you and changes in paragraphs 4 and 9(11) arising from discussion with our Secretary of State whose final approval is
now being sought.
If you have any comments perhaps you would telephone them
to Henry Hall or myself as soon as possible.
I am sending a copy of this letter and enclosure to
Frank Cooper (M.O.D.).
