Dear Carter,

With the present state of unrest in China, we have been wondering what is the current situation regarding plan DIGIT. I see from our papers that twelve months ago the plan was regarded as virtually a dead letter, but that so far nothing had been drawn up in its place.

Our last word from you (your letter of 15th March,1966 to Middleton) said that you would take the matter up again after the Election. should be glad to have whatever news there is.
