about Hong Kong's plan "DIGIT".
Ministers
I am glad to say that I can now report some progress. are at present considering a recommendation that a revised plan should be prepared for an emergency. No decisions have yet been reached but I am confident that they may be expected shortly, possibly in the course of the next few days. I will keep you in touch.
