P.U.S. (through Sir A. Galsworthy)

HONG KONG

As a result of an approach from Sir D.

Greenhill, I discussed with Sir A. Galsworthy

the other day how the information side of the

office should react if there should be any

leak to the effect that we were engaged in

evacuation planning in respect of Hong Kong.

2. I have since spoken again to Sir D. Greenhill

and we concluded that the next move would be to

try and agree a formula for use in this

emergency between the three departments concerned

(C.0., F.O., Ministry of Defence). Once agreed

this could either be kept up our sleeves or

cleared now with Ministers.

3. Sir D. Greenhill suggested this might best

be done between the Permanent Under Secretaries.

I therefore submit a draft letter and draft

instructions to press officers. Perhaps Sir A.

Galsworthy will indicate whether these take

proper account of his views'.
