It was agreed during Lord Shepherd's visit to Hong Kong in October 1967 that the Governor should submit definite proposals for a joint technical education project. I am not sure if /1, which is in the form of a brief for the Governor, is intended to be these proposals.
2. The brief proposes a polytechnic which would have degree, diploma and lower level courses. It is not considered that up- grading of the existing Technical College
or an expansion of either of the two Universities would meet the need.Estimates of £1,909,000 for the initial capital cost and £1,301,000 a year for running costs are given but no suggestion is made as to what proportion of these.
+Costs Hong Kong would be willing to bear and/what extent the United Kingdom Government is being asked to help. Nor is any mention made of how it would meet the needs of students from other parts of South East Asia.
