We undertook at the meeting on 26th August with members of the Hong Kong University Grants Committee to produce a brief memorandum on the subject of technical education in Hong Kong which might help to take things forward.

I now enclose three copies of such a note, which I imagine you will wish to send on either to the Governor or to Mr. Herries. I

I expect you will be asking to be kept in the picture about what it is finally decided to do in Hong Kong, and we should be interested to be kept informed. We should of course be happy to comment further at an appropriate stage if Hong Kong should wish us to do so.
