You will recall that at their recent mecting with you and members of the Hong Kong University Grants Committee and Mr. Carter the Ministry of Overseas Development undertook to produce a note on the subject of technical education in Hong Kong.

We have now received a note along these lines and I enclose a copy for your information. Mr. Carter would have sont it to you himself but he is away on a few days holiday following his return yesterday from Hong Kong.
