achievements and thus have a direct bearing on trade promotion.

(b) A joint project of this nature would help to

demonstrate Britain's interest in and concern for

Hong Kong's welfare.

6. Attitude of (a) So far this project, in outline form, has been

considered by the Ministry of Overseas Development only in ita relation to Hong Kong's domestic needs, The O.D.M. accept that there is a need in Hong Kong

for further facilities offering advanced level training in technology and commerce but consider

that the implications of the project, both in relation to degree courses provided by the universities of Hong Kong and to diploma courses

provided by the technical college and institutes, require further examination.

(b) If a joint project along the lines outlined in

paragraph 2 were to be regarded as a suitable candidate, the Commonwealth Office would ask Hong Kong to provide further details as soon as possible

and seek the views of the Board of Trade and

Ministry of Technology as well as the further

views of the O.D.M.

(c) The O.D.M. see no prospect of providing assistance

for this project at the present time from ald funds, in view of Hong Kong's comparatively strong financial position. But some assistance at a

later date, probably of no more than a token nature,

is not altogether ruled out,

It is estimated that the project would be operational within 24-3 years of the decision to undertake it being given,

It is considered that the availability of these

facilities would be welcomed by certain of the U.N, specialised agencies. No assessment has been

made of the reaction of friendly and allied countries

situated in, or with interests in, the region.
